Fresno Housing Update on the Federal Government Shutdown
Fresno Housing continues to closely monitor the federal government shutdown and its potential impact on housing programs, including the Housing Choice Voucher (HCV) program and the Public Housing Operating Fund.
Congress has passed a Continuing Resolution (CR) that extends federal government funding through January 31, 2026. As a result, the U.S. Department of Housing and Urban Development (HUD) has confirmed that Housing Assistance Payments (HAP) and Administrative Fee payments will continue to be funded through January 2026.
This means landlords will continue to receive scheduled payments, and participants should not experience any interruption in their housing assistance at this time.

Fresno Housing Update on the Federal Government Shutdown
Fresno Housing continues to closely monitor the ongoing federal government shutdown and its potential impact on housing programs, including the Housing Choice Voucher (HCV) program and the Public Housing Operating Fund.
As of today, the government has been shut down for thirteen days following the Senate’s failure to pass a Continuing Resolution (CR) before the end of Fiscal Year 2025. Despite the shutdown, the U.S. Department of Housing and Urban Development (HUD) had already obligated funding for the Public Housing Operating Fund through November 2025, and Housing Assistance Payments (HAP) and Administrative Fee payments were funded for October and the first two weeks of November.
Fresno Housing has received the following update from our national partners at the National Association of Housing and Redevelopment Officials (NAHRO):
“NAHRO has recently learned from HUD that the Department will be obligating remaining November HAP as well as December HAP and Admin Fee funding to PHAs later this month. Funds will be available to PHAs at the beginning of each month as usual.”
This is positive news for both residents and landlords participating in the Housing Choice Voucher program, as it ensures that payments will continue on schedule for the coming months.

Fresno Housing is closely monitoring the current partial federal government shutdown and its potential impacts on the Housing Choice Voucher (HCV) program.
We want to reassure both participants and property owners that Housing Assistance Payments (HAP) for October 2025 have been funded and issued as scheduled. Landlords have received the subsidy portion of rent, and participants should continue to pay their share of rent directly to their landlords.
Funding beyond October depends on congressional action. Fresno Housing will provide immediate updates if there are any changes that affect housing assistance or landlord payments.
