Update on Parkway Drive Emergency Shelters

Fresno Housing and Turning Point of Central California will be closing the Journey Home and Golden State Triage Center emergency shelters in late 2025 due to a lack of ongoing funding. These properties were originally established as interim housing solutions during the pandemic, with the long-term vision of converting them into permanent affordable housing. Dear Valued Community Partner;

Since the height of the pandemic, Fresno Housing has partnered with the City of Fresno to purchase and repurpose properties along Parkway Drive to support unhoused neighbors acquire shelter. In partnership with Turning Point of Central California, we have operated four of these sites as interim emergency shelters with the long-term vision of converting them into permanent affordable housing. We are pleased that two of the original properties have been fully redeveloped and now operate as quality, permanent affordable housing for families and individuals.  Fresno Housing has also committed to support 45 units of housing to serve unhoused veterans at The Dakota development currently under construction in Central Fresno. Further, Fresno Housing is working to secure funding to convert a third property in 2026 to provide additional housing along the Parkway Drive area. 

As we continue toward this goal of delivering needed permanent affordable housing, we want to inform you that due to lack of funding both Journey Home and Golden State Triage Center emergency shelters will stop accepting new clients as of July 31, 2025.  Golden State Triage Center will close permanently on November 15, 2025 and Journey Home will close permanently on December 31, 2025. In addition, the Golden State Triage Center is no longer an Access Site for the Fresno Madera Continuum of Care coordinated entry system.   

All current clients have been notified of these changes and have been directed to work closely with their assigned Turning Point case manager to explore available housing options and continue working on their housing plan.  They have also been informed that anyone who exits the program for any reason after July 31, 2025 will not be allowed to return.   

Fresno Housing and Turning Point share a commitment to ensuring, to the extent possible, that residents are supported in securing other housing options before the shelters close. Additional resources are available on the Fresno Madera Continuum of Care website: fresnomaderahomeless.org/ces .
