Vong’s family came as refugees to the United States on November 15, 1976. His parents brought their 5 boys and 5 girls from Laos and settled in Huntington Beach, CA. Vong is the 6th child.

Vong started school in the 1st Grade and went on to study Biology at UCLA. He received his Juris Doctorate degree from San Joaquin College of Law.

Currently, Vong sits on the Boards of the following organizations: National Selective Service System, Office of Health Equity, Fresno State President’s Asian Pacific Islander Desi American Committee, League of Cities Housing & Economic Development Policy Committee, and the San Joaquin College of Law Board of Trustees. Vong served on the Clovis Planning Commission from 2006 to 2017.

Vong currently works as the "Director of External Relations” at Community Health Systems and also teaches at Fresno State University.

On March 7, 2017, Vong was elected onto the Clovis City Council. Today he is the Mayor of Clovis.

Vong is happily married to Jane, and they have five lovely children.

Jerry P. Dyer is the City of Fresno’s 26th Mayor, serving since January 2021. Before becoming Mayor, he spent 40 years with the Fresno Police Department, including 18 as the City’s longest-serving Police Chief.

Guided by his “One Fresno” vision, Mayor Dyer has made housing affordability and addressing homelessness central to his administration. His focus is on expanding housing choices so Fresno residents can find a home they can afford in a community they are proud to call their own.

Through the One Fresno Housing Strategy, Mayor Dyer has advanced a comprehensive approach that supports affordable, workforce, and market-rate housing. Under his leadership, Fresno has seen a 1,644% increase in housing production. Working with Fresno Housing, developers, and community partners, his administration has prioritized new construction and the conversion of former motels into transitional and permanent housing through Project Homekey.

His efforts also include Project Off-Ramp, which helped more than 650 people living along Fresno’s freeways access shelter, essential services, and a pathway to permanent housing. He continues to support efforts to end veteran homelessness and connect residents with the services they need to remain housed.

Mayor Dyer’s housing vision also extends to Downtown Fresno and Chinatown, where nearly $300 million in public infrastructure funding has been secured to catalyze infill housing. Water and wastewater upgrades and other improvements are laying the foundation for additional housing, new businesses, and neighborhoods where more people can live.

A proud Fresno native, Mayor Dyer brings a lifelong commitment to public service and a belief that Fresno’s future depends on creating opportunity in every neighborhood. He and his wife, Diane, have two children and five grandchildren.

Supervisor Luis Chavez was born and raised in Fresno, the proud son of immigrant farmworkers who instilled in him the values of hard work, faith, and family. Growing up in South Fresno, he witnessed the everyday struggles of working families and developed a lifelong commitment to giving back. He began his career as a school teacher and, as a proud CSU Fresno alumnus, went on to earn both his Bachelor’s and Master’s degrees in Public Administration—equipping him to serve his community with knowledge, purpose, and heart.

For more than two decades, Luis has worked to strengthen children, families, and neighborhoods throughout Fresno County. His journey began as a mentor and educator, guiding first-generation college students toward success, and later as Program Director for Big Brothers Big Sisters of Central California, where he helped connect youth with life-changing opportunities. Inspired by his twin daughters, he expanded his service to ensure that young people, seniors, and veterans have the resources and support they deserve.

Luis became the first Latino elected to the Fresno Unified School District Board of Trustees when elections shifted to district-based voting. He later went on to serve as a Fresno City Councilmember, where he gained a reputation for being deeply present in the community. He loved walking neighborhoods, listening to residents on their doorsteps, and bringing their voices directly into City Hall. Among his proudest achievements is helping open health clinics in Southeast and Southwest Fresno, bringing vital medical, dental, and vision care to underserved neighborhoods. He has also been a champion for seniors and veterans, supporting programs that provide meals, housing assistance, and care during difficult times. His work in workforce development has opened doors for both youth and adults, creating training pathways that lead to careers in healthcare, skilled trades, and other in-demand fields.

As a foster parent for more than six years, Luis and his family have opened their home to children in crisis, providing them with safety, love, and stability during difficult times. That personal experience has deepened his commitment to protecting and uplifting vulnerable youth across Fresno County.

Today, as Supervisor for District 3, Luis Chavez continues to focus on building healthier neighborhoods, expanding opportunity, and creating a community where every child, parent, senior, and veteran has the chance to thrive. He leads with the same values passed down from his parents and reinforced by his own experiences: faith, hard work, family, and an unwavering belief in the potential of every person.

In May of 2020, Gustavo Velasquez was appointed Director of the California Department of Housing and Community Development by Governor Gavin Newsom. In this leadership role, Velasquez leads California’s housing policy agenda and administers a wide range of programs that produce, preserve, and protect affordable housing and address homelessness in communities across the state.

Velasquez was a senior director at the Urban Institute, a renowned national research organization working to provide data analysis and insights to policymakers and practitioners in ways both relevant and actionable.

Velasquez served for nearly three years as assistant secretary for fair housing and equal opportunity at the U.S. Department of Housing and Urban Development (HUD). He served on behalf of the president as the strategic lead of the fair housing and inclusive community agenda for the Obama administration. During his tenure, HUD achieved groundbreaking enforcement victories in fair lending and in major housing discrimination cases. Velasquez led efforts to promulgate the landmark Affirmatively Furthering Fair Housing rule, a key tool for cities, states, and other HUD funding recipients to reduce inequality and disparities in access to opportunity.

Jonathan Klein is the Executive Director of the Housing Development and Finance Committee (HDFC), where he brings three decades of experience in affordable housing finance to California’s new housing and homelessness organizational structure.

An accomplished affordable housing finance leader, he has worked across the corporate, nonprofit, and government sectors, consistently advancing efforts to expand and strengthen affordable multifamily housing. Over his career, Jonathan and his teams have generated more than $3.1 billion in lending with zero losses and separately he launched a successful $95 million affordable housing lending program within two years.

Jonathan began his career in government and politics, serving in senior roles in the Massachusetts State Senate and as Chief of Staff to two Members of Congress. He later transitioned to his long-held passion: financing high-quality affordable housing that revitalizes communities and supports residents’ long-term success. His work has included leadership roles in banking and the Community Development Financial Institution (CDFI) sector, as well as service on boards and loan committees for CDFIs, housing advocacy groups, and nonprofit affordable housing developers.

He holds a BA from the University of Massachusetts Amherst and an MPA from Harvard University’s Kennedy School of Government. In 2024, he was awarded an MA in History from the University of Massachusetts at Boston with a concentration on the Civil Rights Movement. Jonathan lives in Lafayette, California with his family and devotes time to fitness and enjoying hiking with his family.

Tony Sertich was appointed by Governor Newsom in September 2025 as the Executive Director of the California Housing Finance Agency, the state’s affordable housing lender. In this role, he works to further the Agency’s mission to invest in diverse communities with financing programs that help more Californians have a place to call home.

Mr. Sertich directs CalHFA’s effort to collaborate with public and private partners to provide affordable housing opportunities for low- and moderate-income Californians, leading a Single Family division that helped nearly 7,000 families achieve the dream of homeownership last fiscal year and a Multifamily Division that financed more than 2,700 rental units in that same year.

Prior to his appointment as Executive Director, Sertich served as the Assistant Deputy Director of the Division of State Financial Assistance at the California Department of Housing and Community Development (HCD) from 2022 to 2025, and was Deputy State Controller and top housing advisor under State Controller Betty Yee from 2019 to 2022.

Previously, he worked at CalHFA from 2004 to 2018, serving as the Agency's Financing Risk Manager, Director of Multifamily Programs and Director of Enterprise Risk Management and Compliance.

Sertich earned a Bachelor of the Arts degree in Political Science from University of California, Berkeley.
