Use this tool to determine if you are eligible for a specific unit you are interested in.

***Attention: New California Requirement – Effective Jan 1, 2026***

The following  requirement applies to new or amended leases on or after Jan 1, 2026.

All rental units in California must have:

  • A working stove, and
  • A working refrigerator, unless the lease specifically states the tenant agreed to provide their own refrigerator.

 

What We Will Look For During Inspection:

  • Confirm stove and refrigerator are present and operational (safe for cooking and food storage).
  • If no refrigerator is present, we must obtain the portion of the lease or written agreement indicating both the tenant and owner agree that the tenant will provide their own refrigerator.
    • The tenant/participant must sign a self-certification of this, as well indicating the refrigerator in working condition and will be brought when move-in occurs.
  • Stoves cannot be tenant provided.  A stove must always be supplied by the owner.
HOW TO ESTIMATE YOUR RENT PAYMENT


The amount of subsidy Fresno Housing will pay on your behalf is determined by your income and the Housing Authority Payment Standard.


Fresno Housing will verify your income and determine an amount that is 30% (TTP) of your monthly adjusted income.


Your 30% (TTP)  amount is shown on your RFTA packet and can be found on your most recent lease amendment letter.


Fresno Housing may negotiate rent amount based on rent reasonableness.


Fresno Housing pays directly to the owner the difference between the payment standard and your 30% monthly adjusted income.


 


You pay the difference to the owner as your share of the rent. This difference may exceed 30% of your monthly income. However, whenever a family moves to a new unit, the family’s share cannot exceed 40% of their monthly adjusted income. After the first term of the lease, the landlord may raise the rent. The Housing Authority will apply a rent reasonableness test to every new lease. Therefore proposed rent amounts are not guaranteed.


Payment standards and Utility Allowances are subject to change.
