2026 PHA Annual Plan Significant Amendment – Public Comment Period
July 6 – August 20, 2026
Fresno Housing is accepting public comments on a proposed Significant Amendment to its current Public Housing Agency (PHA) Annual Plan and 5-Year Plan.
The proposed amendment includes updates related to future affordable housing development projects, Rental Assistance Demonstration (RAD) activities, the definition of Significant Amendments, and Administrative Plan provisions for Project-Based Vouchers (PBVs).

The following documents were approved by Fresno Housing’s Boards of Commissioners and submitted to HUD. These policies will guide the Public Housing and Housing Choice Voucher programs throughout 2026.
2026 Annual Plans
ANNUAL PLANS – Each year in accordance with Section 511 of the Quality Housing and Work Responsibility Act of 1998, 24 CFR Part 903 and subsequent U.S. Department of Housing and Urban Development (HUD) notices, Fresno Housing prepares updates to the Public Housing Agency (PHA) Plan. The purpose of the Annual Plan is to notify HUD of any changes to the prior year’s 5-Year and Annual Plan. It is also a way to report progress made in meeting the goals outlined in the PHA 5-Year Plan. The Annual Plan is part of the Public Housing Agency Plan.
The Annual Plans are approved and adopted by the Boards of Commissioners of the Housing Authority of the City of Fresno and the Housing Authority of the County of Fresno. Both are transmitted to the Department of Housing and Urban Development (HUD) in October of each year.

Strategic Planning 2025-2030
Fresno Housing’s Strategic Plan is a visionary roadmap shaped through an extensive, collaborative process. Developed in partnership with organizations like Faith in the Valley, Radical Possibilities CoLab, the Central Valley Health Policy Institute at Fresno State, and UC Merced’s HOPe Lab, this plan integrates a wide array of community insights. During this process, the Agency and its partners engaged over 600 stakeholders through interactive, in person gallery walks and a digital platform, Thought Exchange, to gather diverse inputs across Fresno County. These sessions ensured broad community involvement and enriched our understanding of local needs.
Fresno Housing’s strategic plan is designed to transform the landscape of housing in Fresno County by addressing critical needs and leveraging opportunities for growth and improvement.
