Joining Fresno Housing in November 2021, Tyrone Roderick Williams is a catalyst for positive change and innovation, as well as an industry leader in organizational development, financing and project implementation. Having spent the past 25 years successfully leading multi-million dollar, large-scale, revitalization initiatives, Williams brings extensive experience in affordable housing, holistic and comprehensive urban revitalization efforts, community development, and much more. His background includes work in the for-profit, nonprofit, philanthropic and government sectors, with development activities at the forefront of neighborhood transformation efforts in Boston, Houston, Atlanta, and Sacramento.
Williams considers diversity, equity and inclusion foundational core values that permeate his leadership style. He has been recognized nationally, as a Presidio Institute Fellow for his work as a cross-sector leader. He is an author of the book “Igniting the Power to Succeed,” and currently serves on a variety of organizations, including but not limited to, the following: Affordable Housing Advisory Council of the Federal Home Loan Bank of San Francisco, The CASA Board and the California State University Chico Cybersecurity Advisory Foundation. Williams has previously been affiliated with, California Disadvantaged Advisory Group serving the California Public Utilities Commission and the California Energy Commission, the Sacramento Unified Education Foundation, and the International Network of Children’s Ministries. In 2022, Governor Gavin Newsome appointed Williams to the California Housing Finance Agency Board of Directors.
Williams is a native Texan and is passionate about leading efforts to expand housing, education, health, and equitable economic development opportunities in under-served neighborhoods. He received his Bachelor of Architecture from Prairie View A&M University, and a Master of City Planning Degree from MIT. Williams also values his PhD. from the “School of Hard Knocks.”
Deputy Executive Director
Tammy Townsend is the Deputy Executive Director of Fresno Housing. She is passionate about serving the families of Fresno County and has previously held leadership roles in both housing and education. In her previous role with Fresno Unified School District, Tammy involved thousands of stakeholders in discussions about improving educational outcomes for children and was directly responsible for budgeting, compliance and accountability for over $600 million in State and Federal funding. She has been an advocate for children experiencing homelessness and seeks to ensure that policies and practices of the agency protect vulnerable populations. In addition, Tammy values supporting the Fresno Housing staff as they, too, seek to support the housing needs of the Fresno community.
Chief Real Estate Officer
As the chief real estate officer, Michael Duarte is responsible for multifamily housing real estate transactions for Fresno Housing. Since joining Fresno Housing in January 2007, Duarte has been instrumental in leading the development of thousands of new, quality affordable housing units with investments exceeding $600 million.
Duarte has experience working with the U.S. Department of Housing and Urban Development (HUD) demolition and disposition application process, low-income public housing mixed-finance, HUD Rental Assistance Demonstration, project-based Section 8, HOPE VI, McKinney-Vento Supportive Housing Program, HOME Investment Partnerships Program, Federal Home Loan Bank of San Francisco Affordable Housing Program, Neighborhood Stabilization Program, Mental Health Services Act program funding, Multifamily Housing Program, and Veterans Housing and Homelessness Prevention program administered by the State of California and both four percent and nine percent Low-Income Housing Tax Credit programs.
Duarte has worked on projects targeting rehabilitation and creation of new public housing, senior housing, family housing, and permanent supportive housing for the homeless. Developments completed include mixed-use and mixed-income projects and often focus on neighborhood redevelopment and investment. Michael serves on the Housing California Board and is a lifelong resident of Fresno County.
Chief Inclusion & Empowerment Officer
New to Fresno County, Marc’ Bady joined Fresno Housing in May 2021. As chief diversity officer, he is responsible for leading efforts to accelerate the Board approved Diversity, Equity and Inclusion Strategic Plan, playing a role in furthering corporate culture initiatives and enhancing relationships with community partners.
As a first-generation college student, Bady brings over a decade of experience in the higher education field and is currently finishing his Ph.D. in Human Capital Development. He is the former chief diversity officer at Coe College, and is committed to fostering an environment of inclusion and excellence.
Chief of Housing Programs & Initiatives
Brandy Woodard joins Fresno Housing with over 23 years of housing authority experience. She most recently was a policy consultant at Nan McKay & Associates. Prior to that, Brandy served as the Director of the Housing Choice Voucher Program at the City of Asheville Housing Authority in North Carolina. Brandy has a wealth of knowledge in Rental Assistance Demonstration Project Based Voucher, Moving to Work (MTW), special purpose vouchers and YARDI.
