Fresno Housing has developed several key documents to guide the organization’s strategic direction as well as its daily operations.

Admission and Continued Occupancy Policy (ACOP)

ADMISSION AND CONTINUED OCCUPANCY POLICY (ACOP) – Fresno Housing is responsible for public and affordable housing throughout Fresno County.  As a government agency created and authorized by state law to develop and operate housing and housing programs for low-income families, Fresno Housing enters into an Annual Contributions Contract with the U.S. Department of Housing and Urban Development (HUD) through which it administers these programs. Fresno Housing ensures compliance with federal laws, regulations, and notices and must establish policies and procedures to both clarify federal requirements and to ensure consistency in the program operation. These policies are encompassed in the Admission and Continued Occupancy Policy (ACOP). The ACOP is part of the Public Housing Agency Plan. 

The 2024 Admission and Continued Occupancy Policies were approved and adopted by the Boards of Commissioners of the Housing Authority of the City of Fresno and the Housing Authority of the County of Fresno. Both are transmitted to the Department of Housing and Urban Development (HUD).

The purpose of the Annual Plan is to notify HUD of any changes to the prior year’s 5-Year and Annual Plan. It is also a way to report progress made in meeting the goals outlined in the PHA 5-Year Plan. The Annual Plan is part of the Public Housing Agency Plan.  

The 2022 Annual Plans were approved and adopted by the Boards of Commissioners of the Housing Authority of the City of Fresno and the Housing Authority of the County of Fresno. Both are transmitted to the Department of Housing and Urban Development (HUD) in October of each year.

Family Self-Sufficiency Action Plan

The Family Self-Sufficiency (FSS) program helps increase earned income and reduces dependency on subsidies.  The FSS Action Plan is a policy framework that describes the policies and procedures to operate the program.

Strategic Planning

Fresno Housing’s Strategic Plan – “Mapping the Way toward a Strategic Future for the New Fresno Housing” – was developed through a comprehensive, yearlong process that included an in-depth assessment of the organization’s history, accomplishments, and challenges gleaned from research, document review, and interviews with more than 60 stakeholders and community leaders and more than a dozen interviews with the leadership of other housing authorities across the country. This information provided the groundwork to develop a new vision, mission, set of goals, and an action plan. The process was guided by the agency’s Executive/Senior Management Team and the Board of Commissioners, and is enhanced by Special Initiatives.

The Fresno Housing Strategic Plan, supports its continued mission of creating vibrant communities throughout Fresno County through four broad strategic areas:

  • Place:  Quality Housing
  • People:  Engaged Residents
  • Public:  Broad Support
  • Partnership:  Effective Collaboration
