Tenant Rights and Responsibilities
A tenant who is using a Housing Choice Voucher (HCV) has the same responsibilities as any other private tenant and is required to fulfill the terms and conditions in his/her lease, including:
- Paying a security deposit
- Paying rent on time
- Maintaining the apartment or house
- Allowing Fresno Housing Authority staff or other property managers reasonable access to the unit for inspections
- Using the unit solely as a residence for approved household members named in the lease
- Giving proper written notice (30 days) when choosing to vacate the unit
- Being a good neighbor
- Notifying Fresno Housing Authority of any changes in household size or income. Update your status.
Fresno Housing Authority complies fully with all federal, state, and local nondiscrimination laws and with the rules and regulations governing Fair Housing and Equal Opportunity in Housing and Employment. Fresno Housing Authority will not deny any family or individual the opportunity to apply for or receive assistance under the HCV Program on the basis of race, color, sex, religion, creed, national or ethnic origin, age, family or marital status, handicap or disability, or sexual orientation. The agency’s central office is accessible to persons with disabilities; housing information posters are displayed so they are readable from a wheelchair. Accessibility for the hearing impaired is provided by the TTY telephone service provider at (800) 735-2929.
To further its commitment to full compliance with applicable Civil Rights laws, Fresno Housing Authority will provide federal/state/local information to voucher holders regarding “discrimination” and resources available if they believe they are victims of discrimination. Such information will be made available during the family briefing session, and all applicable Fair Housing Information and Discrimination Complaint Forms are included in the Voucher Holder’s Briefing Packet.
Except as otherwise provided in Title 24 Code of Federal Regulations 8.21(c)(1), 8.24(a), 8.25, and 8.31, “No individual with disabilities shall be denied the benefits of, be excluded from participation in, or otherwise be subjected to discrimination because Fresno Housing Authority facilities are inaccessible to or unusable by persons with disabilities.”
The Housing Choice Voucher Program (formerly Section 8) was enacted as part of the Housing and Community Development Act of 1974 to provide housing assistance to low-income families. The program is administered in Fresno city and county by the Fresno Housing Authority with funding from the U.S. Department of Housing and Urban Development (HUD).
Fresno Housing Authority complies with all federal laws, regulations, and notices and is mandated to establish policies and procedures to clarify federal requirements and to ensure consistency in program operation. These policies and procedures are included in the Administrative Plan.
