Emergency Housing Vouchers (EHV)

Overview

The Emergency Housing Voucher (EHV) program is made available through the American Rescue Plan Act.  EHVs will be provided by Fresno Housing in collaboration with the Fresno Madera Continuum of Care’s servicing partners to help assist individuals and families who are:
–   Homeless,
–   Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking, or
–   Were recently homeless or have a high risk of housing instability.
The availability of EHVs is managed through a direct referral process.  Persons eligible for an Emergency Housing Voucher must contact the Fresno Madera Continuum of Care (FMCoC) to be referred to Fresno Housing.

  • The voucher is the agreement between Fresno Housing and the family
  • The lease agreement is between the family and the independent owner of rental property (landlord)
  • The Housing Assistance Payment (HAP) Contract is the agreement between Fresno Housing and the independent owner of the rental property (landlord)
  • Families pay at least 30% of their adjusted gross income as rent to the landlord. The balance of the rent (up to a certain established amount) is paid to the owner by Fresno Housing.

Eligible applicants who receive a voucher are responsible for finding an apartment or house in the private rental market.

Close to 3,000 owners of rental properties in Fresno County accept tenants who participate in the program. Rental units must meet Housing Quality Standards.

EHV families pay a portion of the rent based on their income to the landlord. The balance of the rent (up to a certain established amount) is paid to the owner by Fresno Housing.
