Family Self-Sufficiency (FSS) Program

The U.S. Department of Housing and Urban Development (HUD) designed the Family Self-Sufficiency (FSS) Program to encourage communities to develop local strategies to help families who receive Housing Choice Vouchers obtain services that can lead to employment and economic self-reliance.

Through the FSS program, Fresno Housing Authority works with community partners in the pubic and private sectors to offer comprehensive services to more than 200 participating families, including youth. These services help residents identify education and employment goals as well as perceived barriers to achieving these goals, while offering encouragement, support, and connections to critical resources related to education, employment, health, nutrition, job training, financial literacy, and asset building.

FSS is an incentive-based program that encourages families to accrue an escrow (interest-bearing savings) account as they work toward their 5-year Individual Training and Services Plan (ITSP) developed with support from FSS program staff.

Fresno Housing is not currently accepting applications for FSS.


Housing Choice Voucher participants may also be eligible for scholarships offered through the Fresno Housing Authority.
