Scott spent 10 years in the private sector in a variety of human resources leadership, training & development, and change management roles before joining Fresno Housing in 2015 to oversee the Agency’s Human Resources and Organizational Development efforts.

Since joining Fresno Housing Scott has been a key contributor to major organizational restructure efforts in our two largest and most operationally critical departments (Housing Choice Voucher & Housing Management), as well as in several other departments.  He has also helped to develop a culture among the Human Resources team that is relentlessly focused on process efficiency and client service.   Prior to joining Fresno Housing, Scott was instrumental in helping Dollar General Corporation expand its overall operations into the west coast markets of California, Nevada, and Oregon.

Scott is a Lemoore, CA native, grew up in a family dedicated to public education, and since grounding himself in Fresno County has committed himself to several different local public service efforts, including serving on the Board of Directors for the United Way of Fresno & Madera Counties, and on the Personnel Commission serving the City of Clovis.
