Director of Planning & Development
Michael Duarte is the Director of Planning and Development and is responsible for all multi-family housing real estate transactions at the Fresno Housing Authority.
Since joining the Fresno Housing Authority in January 2007, Michael has been instrumental in developing over 26 Low-Income Housing Tax Credit (LIHTC) properties with investment exceeding $300 million. Michael has experience working with the U.S. Department of Housing and Urban Development (HUD) demolition and disposition application process, low-income public housing mixed-finance, HUD Rental Assistance Demonstration (RAD), project-based Section 8, HOPE VI, McKinney-Vento Supportive Housing Program, HOME Program, Federal Home Loan Bank of San Francisco Affordable Housing Program, Neighborhood Stabilization Program, Mental Health Services Act program funding, Multifamily Housing Program (MHP) and Veterans Housing and Homelessness Prevention (VHHP) program administered by the State of California and both 4% and 9% LIHTC programs.
Michael has worked on projects targeting rehabilitation and creation of new public housing, senior housing, family housing and permanent supportive housing for the homeless. Developments completed include mixed-use and mixed-income projects and often focus on neighborhood redevelopment and investment.
Michael is a lifelong resident of Fresno County. He earned his Bachelor in Science degree in Business Administration–Finance from the California State University, Fresno
